Take not, those frame rates they display on the back of the box.
Read up on what type of computer they did that bench test with.

Go here. and bench test your rig. You can compair your results to people with the same setup as yours.
Then maybe you might believe me.

Try putting a Holley 4-barrel on a 4 cyclinder on a Ford Tempo and you will see what I mean :)

WHile what RUNGSI is saying is true. I still think your FPS should be a little better than that. Check that Anistropic filtering isn't running.
Go into your mohaa console and type
r_picmip 3
vid_restart

that will fully lower the detail, in most cases it will help. But in some cases it will not.
But like RUNGSI said,
slow ram+slow CPU+Shitty new gen Vid card = bottleneck
