Get at least 12 people and two vans. Every one is armed with a assault rifle or smg along with grenades and smoke/flash grenades. One hour before the robbing of a Federal Bank (In any city) blow up a nearby building. Everyone will think it would be a terroist attack. People will panic. When people have evacuated rush into the federal bank and grab as much as you can and get the fuck out.

NO we'll find an unoccupied building or create a phoney explosion. Use lots of smoke grenades, create a fire and use fire works.

EDIT: HOly crap something struck me. We can be dressed up as SWATs or miltary personnels and enter the premises. Now everyone will do what we tell them to do.
