Sure, just create your flash movie, then use a swf to gif converter to make it a gif file.

You will run into 2 major obsticles.....

1st. The quality and smoothness will be dramatically toned down in the conversion.
2nd. You must adhear to the [url=http://www.alliedassault.com/phpBB2/viewtopic.php?t=177258:e03c0]size rules[/url:e03c0] of the forum, which is low for animation like flash.

Your best bet is to create animation using Image Ready....and use that instead of flash, but dont get overly complex as the size rules still apply.
