As far as I'm concerned without any explanation it is....Remember - Sharon doesn't do all the decision making on his own. Arafats been at it longer than him as well....

You might want to look into his past records.
Sabra and Shatila refugee camps in Lebanon? His negligence and his awareness but not doing anyhting about it makes him responsible for certain war crimes. His indirectly responsible for the killings just like Arafat.
