It's from that show Ghost Hunters on Sci Fi channel. They set up cameras where people said they saw a shadowy figure in that particular cell block. I don't think it was a prisoner because that prison is closed and run down. I don't know if ghost exist but that video and some of the EVP stuff they have shown on that show freak me out.

I honestly can't see shit in the vid...

But Penn State Prison, Ghosts and LivingwithStyle.com is such a combination.
