I really enjoyed HL2 sp but not so much mp.

No idea of the premise of the expansion pack. HL2 was ok, but not great. Perhaps if i didnt have to use steam to get it i would buy it.

You can buy it in stores, and whats the problem with steam anyway? It started out flaky but has been solid for ages now. If you want it on disc you just burn the gcf files to dvd so you dont have to keep redownloading the files if you format.

What would be their motivation for doing that?

Its worth finishing, ending is pretty good considering its only part 2 of a much bigger story.
