The accuracy of the weapon will also come into play, as well as range. But we've made some additions to what guy can carry what weapons (such as the Gestapo guy can also carry an MP40 :). Plus in his case, you'll most likely encounter him in close quarters making range less of an issue. Placement will also play a role in difficulty. You place guys in ways that exploit their strong points (as well as their weaknesses :).
