Both are valied statements, although the former is a bit of a syntax tongue-twisted, they are still grammatically correct. "I could care less" denotes that while there is a disinterest in the topic at hand, it is quite possible for that apathy to go down even further, suggesting a bottomless level of disregard for the subject.

I already don't care that much, but I COULD care less, by just rolling my eyes thinking about the stupid show. Maybe the first few episodes were decent, but otherwise, news to america: You're upset about a TV show, get the hell over it.

If you can't care any less that means you're at the lowest point of caring.

So why would you try to say that it is a bottomless feeling of non-caring? Besides, "I could care less" suggest more that you have a higher level of caring which has the opportunity to be dropped to nothing.
