You need to open ports on your router.

The following ports must be open in your firewall and router for Steam and Steam Games to work:

UDP 1200 (used for friends service)
UDP 27000 to 27015 inclusive
TCP 27030 to 27039 inclusive

This next picture will be confusing if you don't know what you're looking at. This mining car is going really fast up and down this hill, with a spinning blade on top of it (another trap). So I tricked some people into walking in it's path, here you go:
