It is probably true that his deputies would carry on the fight, but even the guys in President Clinton's administration testified before Congress that he was "the biggest threat to America" so the statement that "he wasn't important enough" doesn't hold water. The average American might not have considered him that dangerous but the Administration sure did...and they did nothing about it.
