Canada Issues Travel Warning for U.S.

TORONTO — The Canadian government has issued a travel advisory with a twist: It suggests citizens born in Iraq, Syria and other countries targeted by U.S. anti-terrorism policies consider avoiding travel to the United States.





The advisory issued Monday focuses on a U.S. regulation adopted a year after the Sept. 11 attacks that permits American authorities to closely monitor travelers born in certain countries suspected of terrorism links.

Canada considers the system discriminatory because it targets citizens based on where they were born, said Reynald Doiron, a foreign affairs department spokesman.

"It's against basic principles on both sides of the border," Doiron said Wednesday. "Canadian citizens should be exempted from that measure."

There was no immediate comment Wednesday from the U.S. Embassy in Ottawa, a spokeswoman said.

A man holding joint Canadian-Syrian citizenship was detained Sept. 26 while changing planes at New York's John F. Kennedy International Airport and deported to Syria. Canada protested the deportation of Maher Arar, 32, saying he should have been sent to Canada due to his Canadian citizenship and residence.

Syria, Iran, Iraq, Libya and Sudan are the countries listed in the U.S. National Security Entry Exit Registration System introduced on the first anniversary of the Sept. 11 attacks. The system authorizes the U.S. Immigration and Naturalization Service to photograph, fingerprint and monitor the arrival and departure of visitors born in or citizens of those nations.

The Canadian travel advisory notes that people from Pakistan, Saudi Arabia and Yemen "could also attract special attention from American immigration and security authorities."

"In these circumstances, the Department of Foreign Affairs and International Trade advises Canadians who were born in the above countries or who may be citizens of these countries to consider carefully whether they should attempt to enter the United States for any reason, including transit to or from third countries," the advisory said.

Arar, a telecommunications engineer, was returning home to Montreal from a trip to Tunisia when he was stopped by U.S. authorities in New York.

Foreign Affairs Minister Bill Graham protested the deportation to U.S. Ambassador Paul Cellucci. Graham said U.S. officials told him they believed they could send Arar to Syria because of his Syrian citizenship. Canada has generally acceded to U.S. demands for greater border security since the December 1999 arrest of Ahmed Ressam, who tried to cross into Washington state from British Columbia with explosives in the trunk of his car.

Ressam was convicted of plotting to bomb the Los Angeles International Airport during millennium celebrations and is scheduled to be sentenced this year.

None of the Sept. 11 hijackers had known links to Canada.

Canada has joined the United States in tightening border security while trying to ensure that commercial traffic continues flowing smoothly to feed the world's biggest trade partnership, worth more than $1 billion a day.

Canada has a right to do that, it might be way to PC, but if they want to issue a travel advisory thats just fine with me, hell maybe it'll make the lines for Canadian coming down a little shorter. We also though have the right to check anyone of any race that we want to, if they seem suspicious we'll check'em. Plus this is just your usual people whining about security to get attention, he'll I was searched every single time I got onto a plane on my trip to D.C.

The one I read said that the warning was issued to Iraqis, Saudis etc. born IN Canada or has dual citizenship, not people who are just regular arabs.

This makes much more sense, because our govt wouldn;t tell other counties people to stay, only our own.

And why should arab-canadians be inspected more thoroughly than a regular canadian at the border? Its the same thing with the detention camps and putting the japs there during WWII, of course not as drastic. Anyway, the warning is a good idea. I guess thats the way its going to be. All arabs will be descriminated against from now on. Even canadian ones.

I've read accusations in many places that it was Canada that let terrorists into the states. Uhmm....when going to the states from canada you drive right by the canadian station and you stop and register at the american one which is staffed by americans. When you're going to canada from the states you stop at the canadian station. So, if the terrorists did in fact travel from canada into the US...it wasn't the canadians that let them past the border.

this is all about profiling, it is OK to profile someone. If you get bit by a snake then you watch for snakes. I live 10 miles from the largest population of Arabs outside the middleeast (Dearborn MI) and have no prob with most of them they are good hard working people but if I go on a flight with one of my Arabic friends I expect them to be pulled aside. If I lived in the Washington DC area I would fit the profile for the sniper (I hunt own guns and am a middle aged white male with ties to the NRA (National Rifle Association), TNUSA (Ted Nugents United Spoertmen of America) and MCRGO (Michigan Colation of Responsible Gun Owners) fitting me in that profile is OK because history shows it should have been someone similiar to me. Guess what it was an extreemist Muslum ...go figure. This puts Canada in the same mold as France IMHO (Americian hating whimpy libirals) I stopped going to Canada when C-68 was made into law and the only thing this law hurts is the people that run the guide services and hunting lodges as well as all the support peoiple (groceries, bars ect) the "sheepele" of Canada have to stand up to stop this kind of thing from happening but they dont.
