programs are- Paint Shop pro 7 and crack if ya dun wanna buy it
and pakscape to help compile the .pk3 files

you might have to get help with the scripts tho

adobe photodeluxe, business edition, will it work! or do i have to get something else, should i get something e;se, i want to make cool skins, so if i dont have to, but should, im probably will.

Well, i wouldnt pay 400$ for it. But if tahts what u want to do, go for it. U can find better sources out there i think. (not directed at any subject)

I use Photoshop 7 for everything, but I've never done skins. Is pakscape all I need if I want to figure out how to do skins?

I tried making a custom skin of a modern Canadian soldier, using photoshop, pakscape, and photos of real Canadian soldiers and it didn't turn out all that good, so making custom skins is not as easy as some of you say it is.
I was trying to make the soldier on the right, minus the loaded down back pack, googles and water bottle, I used the D-Day invasion vest model as a base:

I've tried making my own skin, and determined that I am not good at making custom skins. This skin is one I made, and the reason why I started the topic "Skin Challenge/Request"

I saw what that guy guarnere did, but i still wanted more to the skin.... I wanted 3 stripes and an american flag symbol on the arm, and I also didnt care if anyone wanted add alittle to it.......
