cant really see the background and maybe get a new text or make it smaller because it colors up the soldiers. Like the color and cutting though.

Looks like a lighting effect to me. Maybe 2 lights cuz the middle is darker, or a satin or bevel and emboss with a gradient overlay.

The "chips & shit" are from the font itself, not anything done in Photoshop.
