Make a white background. 400x300. Take the brush tool, size 9, regular brush, draw an X in the middle, and 'shockwave' lines around the X. Go to filter>blur>radial blur. Set to 100, zoom, and best. Then go to Find edges, then hit Ctrl+i, do the radial blur again, and again and again. Should get an effect like that.

I didnt do it that way, but I'm sure it's the same effect. Good call.
