They have their news, Picasa2 Photo Manager (which i absolutely love), search engine that's the best, e-mail, and now maps. Very impressive.

The only time you can have two negatives in a sentence is when they're not describing the same verb, in this case can't and not were both describing make.

So the way your original sentence should be said would be like, "What can not they not make?" which would mean "What can they make?"
