Camp Counselors Charged With Murder in Boy's Death

CLEVELAND, Ga. — Six counselors at a state-run wilderness camp for troubled boys were charged with murder in the death of a 13-year-old boy with asthma who was restrained for more than an hour.

A White County grand jury handed up the charges of felony murder, child cruelty and involuntary manslaughter Monday.

"This is all based on the criminal negligence or reckless conduct of these individuals," said White County District Attorney Stan Gunter. "It was due to the restraint, and how they applied it, that has led to these charges."

Travis Parker (search) died April 21, a day after he was held face down by counselors at the Appalachian Wilderness Camp (search) in Cleveland, in the North Georgia mountains. The boy had angrily confronted one of the counselors for withholding food from him as punishment.

Parker had asthma and was denied his inhaler during the restraint. A medical examiner ruled the death a homicide.

An attorney for counselor Mathew Desing said the counselors restrained the boy as they had been taught.

"They were doing what they were trained to do," attorney Abbi Guest said. "This is clearly not a case of counselors gone awry."

Desing "cared very much for the children he worked with, and he cared very much for the job of helping those children," she said.

But Gwen Skinner, an official at the Georgia Department of Human Resources (search), which oversees the camp, said the counselors were not following agency rules or procedures.

"We do not train staff to do face-down restraints," she said.

The other five counselors who were indicted were Ryan Chapman, Paul Binford, Torbin Vining, Johnny Harris and Phillip Elliott.

All six had resigned or been fired after the boy's death.

Travis had been sent to the camp in February. He was on probation after hitting his grandmother, who raised him, and threatening her with a knife.

Since his death, the state has retrained staff on the use of restraints and is reviewing its policies on when restraints may be used, officials said.

Authorities had said that counselors did not give him the inhaler because an emergency medical technician saw no indications such as wheezing that he was having an asthma attack and because the boy had a history of asking for his inhaler when he was being restrained.

What a bunch of assholes. I always thought my Boy Scout instructors were kinda wierd, too... they seemed to have some kinda attraction to thes two cute blonde kids (I was around 9 when I was in it)...

Johnj 07-20-2005 11:42 AM

What would you recommend be done with an out of control teenager with a history of striking authority figures?

TonyMontana 07-20-2005 11:43 AM

If they would have given food to the kid, I doubt this would have happened. There are other ways you can punish someone without starving them.

Well it doesnt go into detail, could have been as simple as not giving him his cupcake for dessert.

Johnj 07-20-2005 12:03 PM

Withholding food may be the only non-violent way they have to punish these kids when they 'act out'. Remember, the kid is in the camp because he hit his grandmother and threatened her with a knife.

I am not saying the kid deserved to die, but there he was, working himself up a head of steam. What do you think the counslers should do?

Agreed, they should have just taken him behind the woodshed and kicked the shit out of him then shoved his inhailer up his ass. He would probably still be alive and have a lot more respect for his grandmother when he got home. Either way the grandmothers problems are over.

Im wondering if she will get at least a partial refund since the boy failed to complete the school? She should only have to pay up until the day he died.

duh..how about they give him the fucking inhaler eek:

having food witheld or having your arse kicked are fine, but being
denied the ability to breath is in a slightly different league wouldn't you say?
...you've obviously never had asthma

They didnt say how long they withheld the food for. They couldnt get away with much, im guessing it'll be a meal or so. Yes they shouldnt have restraint him in that position but the medical assisant whoever it was gave them the order to keep him there as no simptoms were shown such as wheezing. Like they said teh boy had a habbit of asking for his inhaler when he was in the restraint. What do you do just give it him just incase the boy is having an attach? No you look at the symtoms. I know ppl with ADHD and they will pretty much do anything to get out of a situation. I'm not saying these guys are right in what they did, but they werent wrong. I think murder is abit harsh, its should be classed as manslaugter

it's an inhaler not a gun, what difference would it make to them if he had it or not?

snipes 07-20-2005 11:02 PM

So what'd they do - they held him face down, and then he suffocated? Or'd they lock him up in a room?
