That's been happening for a really long time. I think it's a good practice, because it makes congressmen actually have to read what they are signing into law...We don't want them sitting there just signing something they haven't read right?

For what its worth to anyone who isnt a knee-jerk douche, NOTHING was snuck into this bill. The language was updated - as MUCH has been updated in the last few years - to reflect the emergence of the internet. All section 113 does is update an EXISTING law, and specifically exempts sites like this.
