the kids probably taped the end of the shell onto a bb gun, and shot the bb gun and it exploded...i know someone who has done this to a shotgun shell and blew some of there fingers off

Knowing full well what it is but telling his younger brother it is a bell, Frank gives him a piece of wood to hit it with. He runs to a safe distance and tells him to whack away. The rest is history.
