The lad was shooting speed cameras - in protest of there being so many speed cameras and heafty fines in the uk.
Rifles are generally illegal in the uk unless youre a farmer with a licence or you have a valid reason to need to own a gun. But just because theyre mostly illegal it doesnt mean people wont have them.
