Programs for skin making?

What are the best programs to use for making skins? I have so many ideas, but can't find a good program to use for them. Anyone know where I can find one?

The best editing software you can use is without a doubt Adobe Photoshop. It's the greatest editing app out there, and the simplest to use. I've used Fireworks and Paint Shop Pro....and none of them compare with the quality and ease of Photoshop.

You'll need winzip as well for extracting the files you need from the pk3 files(tik, shader, tga).

Then once you have the tga files edited the way you like, and you have the code from the tik/shader files done correctly, you'll need Winzip to zip into a pk3 file.

Remember....NEON skins are cheats, so don't make them =)

I hate neon skins. They are for fags, like the camp kraut hitler skin! Once in photo shop, can I alter the file in paintbrush before photoshop?
