Weapon Skinning Mmkaay?

Ok I wanted to know if I could use the effects in PSP on weapon skins?
Would the skin still work if I used em?

lol ok and alos I am doing that how to make a weapon skin for the M-1 and at the end when it says how to make it a .pk3 with winzip i get very very confused and I wanted to know if i could just use pakscape?
