i've tried everything!

i can't host a decent online game, everytime i host a game i get the whores, i've tried activating the console with the shortcut thingy but it never works, so i can't kick people, can someone tell me the proper way to activate the console?

no it wasn't, i typed what had, but i forgot all the "quotations" well it works now i just kicked a lamer and everyone rehjoyced, i think.
