No, that isn't a cheat and it can easily be achieved.

1. Firstly, you need to stand still
2. Then, throw a single grenade downwards towards your feet
3. Wait a few seconds
4. You will automatically plaot in the air

Sorry, I understand a bit more now. You need to be the admin of a server.

In console type the following: sv_gravity 0

This will give you zero gravity in a game. To float in the air you need to walk off a sloping platform. This isn't a cheat. Some servers have zero gravity just for fun.
