i can help you.. just don't yell and be more specific in the post title in the future. start the game, and in console type set rconpassword WHATEVER
where WHATEVER is your password, so if your password was alliedassault, you would type exactally

set rconpassword alliedassault

You have to set it in your server .cfg first.

i just start the server (non dedicated) then type it there and it works fine
