Opening urc's

How do you open urc files? I want to change the name of the 38 to luger as i have guarneres mod. I open pak 1 in the mainta folder, find the p38 hud ammo urc, but when i try to open it it says windows cant open this type of file. Is there sanother program besides pak scape i need?
