im stuck at the part where u have unlock main cellblock. every time i try to open it says to "use the wheel"? anyone know how to open the door

There's a wheel next to the door. Turn it.

at first i put the cheats on because i always do that for my new games i have because i want to see what the levels are like lol.....sorry if its offensive to you guys.....
