Will a new Video Card help me ?
 
MY PC :

P4 1.5 GHZ
768 Rambus
GeForce4 TI 4400 128 MB

If I change my Video Card to a RADEON 9700 Pro,would I notice any improvement?

Probably not.

A very VERY small one, maybe a few FPS (5 - 10). I suggest you get a better mobo processor & RAM, that video card is pretty good.
