Is there a tool ANYWHERE that allows me to edit sniper scopes?

Photoshop, Paint shop pro.

However, you need to know someting about pk3 files and such.

You can find some tutorials for editing files for mohaa around the web.

Also, you can browse the already created sniper scopes at this site, http://www.modtheater.com and http://www.mohfiles.com
