IS there a tool that lets you make your own sniper scope or edit one??

I know I know, but now I have a new concern.
For those of u who have edited a scope, and done the paint shop pro before, do you know of a way to edit the mask, and still be able to draw in colors? Because many people use "Laser" scopes now, and there very affective. Thanks.
