Game message to local user. How?
 

I need to send a message to the local user when they use the rocket launcher.

My rocket launcher mod will blow them up if they fire it so I wan to warn them of this and once the blow themselves up I want to tell them how stupid they are for doing so after my warning.

How should I go about doing this?
