can a player see another player's IP, if so what's the command?

I was faced by an annoying sonofabitch landsharker on a server whose admins detest cheaters, but the admins were not there.
Since the IP is the only reliable way of reporting them, is there a way to see their IP through console?

You can try dumpuser on the person. Otherwise, I think not.

Another possibility is using a program like Gamespy or ASE, they might display a person's IP. Or maybe Q3Plug, the tool that displays server status on a webpage.

nope... only way is with rcon and doing a status.
