There are many programs. I use Adobe Imageready, but there are better ones. PM Deadbolt, he's really good with animations.

sometimes i try with image ready but i get frustrated and give up, i dont knwo how to make a new frame....*sigh* ugh

In the animations window, click the little side-pointing arrow, and then click New Frame.
