it dont say or where do i find them in ps?? it aint under filters

In the Brushes menu.............

you load the brushes while in photoshop, when u have the brush select and u right click to get a new one, click that circle with the arrow in and al ist will pop up, down the list you'll see "Load new brushes" or something like that, search and find where you extacted the brush file too and then load it and u got them installed.
