Hey, how would I convert a movie from fraps into a gif?

I dont post or come here much, so I'm not sure if this question is asked often? heh. But yeah, though this name is over a year old, It's cool that it's still here, :D.

But I recently obtained Fraps Full and am wondering how to make it smaller, like into a gif.

I have photoshop and image ready.

The err, Filetype of the movie from Fraps is a video file. ( .avi or .wmv )
