Where did you read this? I'm asking since the drinking/smoking/voting age is 20, which is a special age in Japan.

Well, down here, uniform is very, very common in schools. Public and private. There are easily more uniform schools than there are non-uniform schools.

I think it is the same in Aussieland, where 8 Ace is from....Probably the same in the UK too....
