History brush problems
 

For some reason now when i have a layer1 over layer 2 and i want part of layer 2 to be above or untouched by layer 1, when i use the history brush to do this it doesnt make any changes anymore like it use to, why is this or what i have i dont that caused this? any help would be appreciated, sorry if you dont understand its kind of hard to xplain.
