Just about any paint program does. Photoshop will let you open and or save as a targa (.tga) You need to right click the .tga an dselect open with and choose the photoshop icon from programfiles.

use paint shop pro or adobe photoshop 7 up

or quicktime picture viewer . . . you can download it . . .
