Create new layer. Use your square marquee tool and select your entire sig. Edit > Stroke. Select the settings, make sure you either have inside or center selected as an option, then hit okay.

yeah i had to be creative first time i made a border used the brush tool with CTRL to keep it straight.

How do you resize a layer in ps? And fade images?

How do you resize a layer in ps? Edit > Transform > Scale

And fade images? One of two ways: 1. Image > Adjust > Brightness & Contrast; or 2. Adjust the opacity slider located in the Layers toolbox.
