How do you make an image's white backdrop trasparent???

save as gif image (compuserve) with tranparent background.

Thats not working, I create a new image with a transparent backgroud, cut what I want out of another image and then copy and paste the part that I cut out on to the new transparent image, but then it always turns white background when I re-open the .gif file...

File > Save Optomized As...
