Who knows? Maybe those were the dudes beheading foreigners...? He might have intended to demonstrate his zero tolerance stance to the rest of the world.

Pretty brutal manner though - but I guess thats what you expect from that part of the world at the moment.

That appears to be it 100%, he's trying to tell his up to now canon-fodder
