Safe yes, so long as you increase your speeds little by little. Install something like 3D Mark 2003 and increase your clock speeds, run 3D Mark for a good while, and if your system is stable and you don't see any strange artifacts onscreen, increase the clock speeds again and repeat until your PC crashes or you see crazy shit on the screen.

ATI tool can find your limits for you.You can often go higher then what ATI tool says is your max,so once you do it be sure to play around happy:
