Problem w/ IE

ok, for a while now, my IE has had this Image problem, everytime I would want to enlarge the pic, and scroll down.. I would get that fucked up thing in the pic u see on the right, and also, those options to save/zoom/ and what not in the top left corner when u hold ur mouse over, doesnt show anymore, is there a way to fix this? can I uninstall IE and do a full fresh install without getting SP1?
