Basically you preorder hl2 over steam when the option is made available sometime next week and you get cs source dloaded to your harddrive after the preorder is completed.

Oh and for any of you that dont know yet, hl2 got reviewed by pc gamer uk and got 96%, tied the high score spot with the original halflife. Only 2 games to rate that highly for that magazine.
