Ping Hacks
 

There is a server that I play quite frequently. On more than one occasion a certain player would come in and I would notice my ping go from 80 approx. to over 200 causing me to get kicked.

There is absolutely noting wrong w/ my connection 1m up/ 3 m down. Cable company ran a series of testing and found nothing wrong. Which is why I'm starting to have my suspicions.

Is there a way I can block this if this is a case of ping hacking?

get a firewall

Already have one

use tracert to find out where your problem is.

It could be the server's connection overloaded or one fo the nodes to the server
