quick question
 
i need to know how to make those borders with 3 stroke but the 2nd stroke being white w/o being transparent. ex: magnum's sig. sorry for the gayness.

im not sure what you mean. Im guessing you want a 3 pixel stroke, 1 pixel black, and the other 2 white. Just make a 3 pixel black stroke, new layer, 2 pixel white

Finish the sig then do Edit>Stroke>3 white then Edit>Stroke>1 black

There is no need for layers. Just do what I said.

when you do that w/o layers, stroke's faded, so i cant select it.

you dont select the stroke. its all one layer.

Stroke is faded because you need to do a select all so it knows what to stroke.

New Layer > Stroke 3 px black inside
New Layer > Stroke 2 px white inside
New Layer > Stroke 1 px black inside
