key binding for Admins

Does anyone know of a good program or something to bind keys in a server? This is for the server i am an Admin of and i would imagine you would need rcon to do this.

I think its the player that has to do it.

what do you mean? all you can do is bind rcon commands to a key.. ex:

bind a rconpassword ******
