how can i kick somebody from my server if there lag in the game, so the ping go down

if it is lagging, reduce the maximum players.

if the player plays on a 56 k modem / 128 upload it lags the game is on a 1 mbit server max 6 player

never lagged any for me

Use the "Kick Vote" mod in the dloads section. In console, type: callvote kick "Players name", enter, then F1 for yes, F2 for no. You can also vote to change maps. (callvote map "Map name")
