a scanner darkly image effect?
 
Does anyone know how to make pictures look almost cartoon like a scanner darkly look

I think what you're talking about is called vectors, look for it on google.

i think there are better ways... just takes more time to get it more detailed.

true, vector is very hard to learn. Helps to have illustrator though
