What they need to do is put more money into research and developement - then develop a new vehicle which can make a significant difference in the battlefield. Like reinventing the mechanized force. Even though many areas in Iraq are urban, you still have to have something way tough that can support the infantry - not some light humvee. R&D is the second lowest paid for "part" in the Department of Defense, last time I checked. Operations get the most at $180B+, obviously. Looking for super soldiers > getting killed on a battlefield by IEDs.
