burning to DVD question

what's the best program to converting from AVI to VOB format?

I found that the program I use (winAVI Video Converter) leaves the image on my dvd all pixelated (not ridiculously though but you can still notice it) and it's not near perfect dvd quility, is there an program out there (possibly free?) that will allow me to convert or burn to near dvd quility?

or if the program I use is fine, what am I doing wrong for it to turn out so crappy?

Ulead VideoStudio.

I have version 7 and used it to convert all the sopranos episodes I have from AVI to different formats such as ISO and VOB, It also let me create a dvd menu and then burn it to a drive.
